The Rural Municipality of Kelsey is located just outside the surrounding area of The Pas, Manitoba. The R.M. of Kelsey's boundaries stretch 120 km from south of the Town of The Pas and as northerly as Cranberry Portage.
The Rural Municipality is a collection of communities, which form a very effective jurisdiction. The R.M. of Kelsey consists of five different areas. Each of these areas are individually too small to form an effective government but combined, form an effective, well-managed jurisdiction.

At times, the R.M. of Kelsey does have record-breaking temperatures. We hit all time lows in the winter with a wind chill and all time highs in the summer. The average summer temperature ranges from approx. 24 - 30 degrees. In the winter, it can be as low as minus 32-40 with the wind chill.

The Opasquia Times serves as the informative newspaper for The Pas, Rural Municipality of Kelsey, and Opaskwayak Creek Nation. The Reminder newspaper out of Flin Flon, Manitoba also informs the residents in the area of Cranberry Portage.
CJ1240 AM is the local radio station out of The Pas, providing coverage for each of the areas. CBC Radio and NCI also provide coverage on local and worldwide issues.

The R.M. of Kelsey is located approx. 600 kilometers north of the City of Winnipeg, Manitoba. There are many means of transportation to and from the area. Hudson Bay Railway provides transportation throughout northern Manitoba and to Winnipeg, Manitoba. Provincial Highways No. 10 and 60 serve as the main roads to the area. Grey Goose Bus Lines provides service to take you to any destination. The major air passenger carriers are Calm Air and Bearskin Airlines. Cranberry Portage is only 20 minutes away from the Flin Flon City Airport. Chartered air service is also available via Grace Lake Airport situated 2 kilometers from the Town of The Pas.
